Reggie moved to Virginia in 1984 and began working with physicians in practice in the Hampton Roads area. He has been a partner with two financial companies and became a founding partner with Financial Security Companies. He serves as president of Financial Security Management, Inc., a FINRA member firm.

Reggie provides advice to hundreds of families in Hampton Roads and has led seminars and workshops at Howard University Dental School, Chesapeake General Hospital, Virginia Power, Norfolk State University, Eastern Virginia Medical School, Virginia Beach General Hospital among other small and large organizations. Reggie is married to Dr. Angela Mercer and has three children.

A. Ray Megginson, CFP®, RFC, CEA

Integrity, honesty and keen insight are hallmarks of Ray's distinguished career. He has provided financial consulting services for more than 27 years, helping people of varied backgrounds achieve a comforting sense of financial security.

Ray graduated from Eastern Mennonite University and also attended Old Dominion University, where he helped win a National Basketball Championship. He translated these interests into a career coaching and teaching on the college level. In addition to his athletic talents, Ray is a seasoned financial specialist with a stellar track record. He is a Certified Financial Planner (CFP®), as well as an honor roll member and a life and qualifying member of the Million Dollar Round Table's prestigious Court of The Table. To further benefit clients, Ray offers his considerable skills as a Registered Investment Advisor and Registered Financial Consultant (RFC). He also recently earned the Certified Estate Advisor (CEA) designation as well. One of Ray's specialties is simplifying complex financial concepts so they are easy to understand. This ability and his level of expertise have made him a much sought-after speaker.

An involved member of the community, Ray serves on several business and charitable boards including Gateway Bank and the Westminster-Canterbury Foundation. He is also the Chairman of the Board of Triple R Ranch and Grace Bible Church.

Ray and his wife live in Virginia Beach, Virginia, with their two children. He is President of Financial Security Group, Inc., sharing his expertise with individuals throughout the East Coast.

Robert J. O'Brien, CFP®

A former U.S. Navy commander, Bob instills great confidence in his clients, earning respect with practical, long-term strategies that yield results. Providing financial guidance since 1984, he has watched many of his long-time clients enjoy the fruits of insightful planning and achieve important financial dreams.

A professional of national renown, he has earned industry accolades with his career-long accomplishments. Bob has been included in Marquis’ Who’s Who in Finance and Industry and in the International Who’s Who. His expertise has also been showcased in lectures and seminars, as well as on radio and television programs that focus on personal and business finance.

Bob graduated from the University of Connecticut, then went on to acquire specialized training and earn his Certified Financial Planner (CFP®) designation. He serves as President of Financial Security Advisory, Inc., which is an S.E.C.-registered investment firm.
A refreshingly thorough and detailed financial expert, Bob gets to know each client personally and builds relationships that endure for generations. He exhibits great care with each financial plan he prepares, showing a keen appreciation for the importance of his recommendations and guidance.

Bob is an Elder at Kempsville Presbyterian Church and has served on the boards of several charities. He and his wife, Janyce, have two daughters and five exceptional grandchildren.

John T. Orlando, CFS, RFC
Vice President

John is the Chief Investment Officer and a managing partner of Financial Security. John is a graduate of Virginia Polytechnic Institute & State University with a degree in Management Science. John has earned the Certified Fund Specialist (CFS) designation.

John is currently an advisory board member for Equikids, a therapeutic riding program for handicapped children. In addition, John is in the process of establishing a foundation designed to provide financial assistance to underprivileged families in Tidewater.

John and his wife Julie reside in Virginia Beach with their two daughters and are actively involved in the community.

Richard D. Woodall, CLU, ChFC®

Richard has been involved in the financial services industry since 1978. He is a graduate of Ohio University with a Bachelors degree in Finance and Business Administration. In addition, he has earned Chartered Financial Consultant(ChFC) and Chartered Life Underwriter (CLU) designations. Richard has committed himself to providing expert counsel and resources to his clients.

He has dedicated his career to furnishing a full range of services and products with a proven performance record. Thorough and innovative, he meets the needs of successful professionals, business owners and retirees. Richard's areas of expertise include the design, implementation and administration of wealth accumulation planning strategies. His excellent support staff enhances his successful marketing skills.

Integrity and professionalism have built Richard a reputation that has brought recognition from his peers. He is a life and qualifying member of the prestigious Million Dollar Round Table and a member of the International Association of Registered Financial Planners. He is also involved in the Norfolk NALU and CLU chapters. Richard has lectured extensively to both civic and professional groups throughout the United States, Scotland, England, New Zealand and South Africa.

Presently, Richard is the Board Chairman of Financial Security Management, Inc., in Virginia Beach, Virginia. In his spare time, he serves on several boards and is an active member of the Hampton Roads community.

Gayle O'Brien Blachura, CFP®
Registered Representative

With over 18 years in the financial industry, Gayle combines her training as a Certified Financial Planner ® with her devotion to helping clients achieve their financial goals and dreams. She also assists clients with estate and business planning.

After many successful years in banking, Gayle sought a more personal, hands on approach to assisting clients. In 2000, she joined Financial Security Group and earned her designations as Registered Financial Consultant, Professional Financial Planner, and ultimately Certified Financial Planner ®. She honed her skills working along side her father, Robert O’Brien, one of the founding partners of Financial Security and a former U.S. Navy Commander.

Elected to serve as the 2006 President of the Financial Planning Association’s Hampton Roads Chapter, Gayle is a member of the Million Dollar Round Table and National Association of Insurance and Financial Advisors. She also lends her time to conducting financial seminars and teaching financial classes to high school students.

Gayle and her husband, Mark, have lived in Virginia Beach for 31 years and have two children. They are active members of Atlantic Shores Baptist Church.

Eugene J. Carracino, CFP®

Eugene is a financial advisor specializing in comprehensive financial planning since 1993. As a Certified Financial Planner®, he will design a financial plan for you that includes a review of the following areas: risk management, investments, tax planning and management, retirement and employee benefits, and estate planning.

He entered the financial services industry since 1972. Eugene held senior and executive positions in nationwide mortgage lending and finance in two savings institutions from 1972 to 1993.

Eugene entered the Master of Science degree program at the College for Financial Planning in 2002 with a financial planning concentration. He graduated Seton Hall University in South Orange, New Jersey in 1972 with a B.S. in Mathematics and graduate work towards an MBA in finance in 1975.

He has resided in Virginia Beach with his wife Melanie since 1984.

C. Ronald McKinney
Registered Representative

C. Ronald McKinney brings both practical experience and formal training to the service of his financial planning clients.

Ron started, grew and sold his own business before graduating from Regent University with his master of arts in Management. Early on, his keen business sense caught the attention of his fellow businessmen and others. Ron was sought out for advice and counsel on business and personal finances. He decided to build on his aptitude by attending Regent University and ultimately turned his real-world experience to full time financial planning.

Ron has an intuitive ability to assess client’s needs, engineer client portfolio strategies to maximize potential, and to offer effective shelters in an ever changing economy. Asset accumulation, cash flow analysis, estate and retirement strategies, as well as risk management, are areas where Ron’s skills and knowledge have continued to bring clients peace of mind. Using a macroeconomic, that is, a big picture approach, Ron helps clients maximize their financial resources.

Ron is an elder of Kempsville Presbyterian Church, a singer with Faithful Men, and active with the Chamber of commerce Task Force. Ron finds time to enjoy his family and an occasional round of golf. He is a Syracuse Orangemen fan.

He and his wife, Judy, have resided in Virginia Beach over 15 years. They have two sons, and daughter-in-laws, and two handsome grandsons.

Chris Ryan
Registered Representative

Christopher M. Ryan is a native of Virginia Beach and has been an Investment Advisor with Financial Security Advisory, Inc. since 1999. Financial Security Advisory, Inc., is a SEC registered investment advisory firm.

Chris is a graduate of Old Dominion University with a degree in finance and a minor in interpersonal communication. He is currently working on his Certified Financial Planner designation. He serves on the Board of Directors for the Hilltop Family YMCA and volunteers for the Virginia Beach Marine Science Museum Stranding Team. He also chairs a committee for the Virginia Beach Neptune Festival and is a member of the Robin Hoods; a group committed to benefiting terminally ill children in the Tidewater area.
